Chairwoman Sun Xiaoli offers suggestions and advice to help Shenzhen's high-quality development

On the morning of February 25th, the Sixth Session of the Seventh Shenzhen Municipal People's Congress solemnly opened. As a Shenzhen Municipal People's Congress deputy, Sun Xiaoli, Chairperson of Hehaokouwei Group, once again took on the mission, bringing the results of in-depth research and a sense of responsibility to speak for the people, submitting a proposal for the development of Shenzhen, contributing wisdom and strength. 
Chairperson Sun Xiaoli has served as a Shenzhen Municipal People's Congress deputy for the fifth, sixth, and seventh sessions. For many years, she has always upheld the original intention of "speaking for the people and serving the people," conducting in-depth grassroots investigations, listening to the voices of the masses, and writing a series of high-quality proposals. Her proposals not only hit social hot spots but also reflect a profound understanding of livelihood issues and long-term thinking about social development. In her past performance of duties, the proposals she put forward have attracted widespread attention and resonance from society and have effectively promoted social progress, for example:
In terms of protecting women's rights, Chairperson Sun Xiaoli noticed the issue of employment discrimination faced by working women during marriage and childbirth. She proposed a proposal to solve the employment problems of female employees during marriage and childbirth, calling for the improvement of relevant policies, protecting the legitimate rights and interests of women in the workplace, and creating a fairer employment environment for women.
In terms of urban legal system construction and promoting people's livelihood, she proposed revising the "Shenzhen Economic Special Zone Urban Management Comprehensive Law Enforcement Regulations," suggesting to start from the interests and development of small and medium-sized physical economies and individual industrial and commercial households, putting forward higher requirements for the law enforcement level and discipline of comprehensive law enforcement departments, loosening regulations and reducing fines, thereby promoting economic development and reducing social conflicts.
As a leader of private enterprises, she proposed a suggestion to attach importance to promoting the "individual to enterprise" work, pointing out that individual industrial and commercial households are an important source of economic vitality, but they face many difficulties in the process of transforming and upgrading into enterprises. She suggested that the government simplify approval procedures, provide tax incentives and financing support, help individual households smoothly transform, and enhance market competitiveness.
At the critical juncture of 2025, full of opportunities and challenges, Chairperson Sun Xiaoli, combining the current complex and volatile economic situation, put forward the "Proposal on Optimizing the Enterprise Credit System and the Disclosure Standards of Litigation Cases." She pointed out that a sound enterprise credit system is an important guarantee for the healthy development of the market economy. She suggested that the government further optimize the credit system and standardize the disclosure standards of litigation cases to create a fairer and more transparent business environment for enterprises and help enterprises develop steadily.
During the meeting, Chairperson Sun Xiaoli also accepted an exclusive interview with Shenzhen Television's "First Scene." In the interview, she put forward unique insights on how Shenzhen can attract and retain talent. She mentioned that Shenzhen's innovative atmosphere and international environment have attracted a large number of high-quality talents, which has provided strong impetus for the continuous development of enterprises. She emphasized that talent policies should not only focus on short-term benefits but also focus on long-term development, providing continuous support and growth space for talents.
At the same time, regarding the concept of "long-term capital, patient capital" put forward by Mayor Qin Weizhong in the "Government Work Report," Chairperson Sun Xiaoli expressed her great encouragement. She believes that the government's investment philosophy should be based on the spirit of long-termism, guided by long-term value rather than short-term profit-seeking, and investment in enterprises should be more patient and continuous, especially in science and technology enterprises. Because the transformation of scientific and technological achievements takes time and has considerable uncertainty. The "long-term capital" proposed in the government work report conveys to society the provision of stable resource support for innovation growth and social value creation through "making friends with time."
